GENERAL COMMENT
1. The TIS does not address the issue of construction traffic. The Renewal project will entail massive demolition and generate a significant volume of construction debris, as well as a significant amount of construction equipment, materials and workers. There has been discussion that during the construction phases, much of the existing parking lots will no longer be utilized. Therefore, it is assumed that staff employees and others will need to be shuttled from an off-site location. The reduction in employee traffic will offset the increase due to construction to a degree.
- The Applicant should provide the Board with a phasing plan for the construction stockpiling and parking that will remain. Identification of the potential off-site parking; areas and haul routes should be made. An assessment of how much the reduction in normal Hospital traffic will offset the increase due to the construction activities.
2. Traffic volumes will be significantly increased at the Linwood Avenue driveway. This traffic stream will include tractor-trailer trucks, emergency vehicles, etc. This will generate a substantial amount of noise, impacting the rear yards of the residences that front along Steilen Avenue. The State statute limits sound generation at residential property lines to be 65dBA between 7AM to 10PM and 5OdBA between 10PM to 7AM. The Village may have a noise or nuisance ordinance that exceeds these limitations.
- Will the operation of the future Hospital be in compliance with these sound generation requirements? What measures will be employed to mitigate the potential increase of noise and visual impacts on these residential neighbors by the traffic along the east side of the site?
